The Northern Borders Region Emirate adopts a co-development approach that enables citizens and residents to contribute their ideas and initiatives to improve services and develop the region. This approach represents the highest level of electronic participation, where the beneficiary's role shifts from a service recipient to an active partner in decision-making and solution design.
